Montenegro's flag revives the war banner of its old royal dynasty. A golden double-headed eagle on deep red, it was adopted in 2004, two years before Montenegro voted for independence.

Design

A red field with a gold border, and the coat of arms at the center: a gold double-headed eagle, crowned, holding a scepter and orb, with a gold lion on a shield on its breast.

History & Symbolism

The flag was adopted on 13 July 2004, the anniversary of the Congress of Berlin, which recognized Montenegro's independence in 1878. Its design draws on the banners of the Petrović-Njegoš dynasty. The double-headed eagle reflects the Byzantine heritage of church and state, and the lion stands for the authority of the bishop-princes.

Vexillographer's Note

The gold border sets Montenegro apart from Albania, whose red flag carries a black double-headed eagle with no border.
